Translation- He wants the thought police to arrest anyone he considers a "crypto nazi". And you know how broadly these people throw out the nazi label.

This is why people like feniin eventually end up doing things outside the lines. They work themselves up with this sense of importance that they are some freedom fighters that need to stop the nazis or society will collapse. And it's a really deep delusion because they do not see reason when you point out who they are actually serving.
