Boat announcements should be [March2001] era

NPC is calling out to board the shuttles to head to Kunark.

Cool. Gonna need more info than that. Should he not? What time was it implemented that he did this? etc. Help us to make the changes by providing information.

Looks like March 2001 era for boat announcements.
