The issue was that the client was by default setting the text to be white, regardless of what we told it to do using the XMLs. In 2011 they added some UI XML features to allow control of this default text color, but that obviously does not work in the Titanium client. So I had chalked it up to a client issue, and something that we cannot fix.
I was unaware of P1999 development practice as I have not been an active developer since about 2011, and it looks like we can fix this now. My analysis was correct, but my conclusion of it not being solvable was not.
Secrets has contributed a solution, so we will look to make some modifications in the near future to fix this up. This will likely include black text for generated hot buttons via click-and-hold, as well as the true white stone background for buttons. We had intentionally altered the color to make the unfixable white text more readable. So with black being the default, well we can now restore those back to true classic.
