Arch Inspector Nibi`zi not wielding

Prior to the patch on or around 10/25 - which corrected Chardok drop % per Telin - this mob was wielding this item.

After multiple kills he is now no longer wielding this item.

Why? Was this an unintended change? This item should be wielded by this NPC.
