Movements in slow motion

Not just my movements either NPC PC's Everything moving in slow motion since latest patch. It's really weird but yeah. Idk what to do about it. It's not a framerate issue. Please help me!

Think it's also worth noting that every once and a while it stops being slow motion for a few minutes.
