Tomer's Rescue
 

I started talking with Tomer and got his Ruined Backpack. I was able to get him to follow me to Seta Bakindo. Once at Seta I told her I found him, and he requested his Ruined Backpack back. I gave him his backpack but no exp, no faction messages at all. Tomer is still following me around like I need to lead him to Seta.

Can confirm, I had this happen to me as well. Contemplating if the timing needs to be faster between talking to her, him saying he's accepting quests and returning it, but it may very well be bugged I imagine.

To piggyback off this post, Tomer is bugged in quite a few ways:

-Running too far away from him causes him to die (intended?).
-He will sometimes tell you to begone initially but then oblige your request to escort him (known).
-If you have a Red name and attempt to buff a pet or friendly target while in combat with another NPC, Tomer will turn on you and attack you (unreported).

Just for a 2020 update: The Rescue Tomer quest is still bugged. I'm amiable to Tomer and the quest works all the way up to the hand in for his backpack. After he tells you, "Please return my backpack to me" if you hand it to him and press the give button nothing happens except that he keeps the backpack. Tomer also keeps following you, so you can't retry the quest unless you kill him or zone (he does sort of make for a good level 1 pet) then you can retry the quest. I also handed him a pair of cloth gloves just to see what happened and rather than returning them he just kept them. Same with the Gharin quest with the wrong Crow's brew. He just keeps the wrong hand in rather than returning them.
