I'm positive this should only be in OOT. I have no evidence tho so not sure if thats a non-starter.

You might be right about this. I remember reading something on the newsgroups about this, with people concerned because they were dark elves and might not be able to buy them.

This newsgroup thread from November 1999 talks about having to go to OOT for them, but one post mentions the Erudin library so it's not definitive.
