Guard Stald not spawning
 

I am not sure if Guard Stald in Highpass Hold is triggered by handing in the Note to Prak or saying the phrase to him - or if he has some other mechanic - but he does not appear to be spawned by either of these actions on either blue or green servers. This makes the quest 'Rogue Errands' unable to be completed.

He has the ability to spawn. If you believe his spawn mechanics are incorrect, feel free to post some evidence and we can look at it.
