Watchman Dexlin in NK shouldn't spawn on every day/night cycle

Currently, Watchman Dexlin in NK spawns every time on the 8am day/night cycle. This doesn't appear to be classic. He should only have a *chance* to spawn, several posts on Alla confirm he was a rare and Bilbis the merchant was the common.

How frequent was the spawn? Apparently quite rare:

Based on this I think a 5% spawn chance wouldn't be too far off.

(On Green) Watchmen Dexlin spawns at 6am game time, rarely. I saw it up three times total over the course of 5 levels across several days of checking. It looks like if someone fails the turn in by 8PM game time he will spawn the following cycle. This may be what you are observing. Details on the wiki are wildly inaccurate so these failures would be common. My first turn in with Dexlin I failed to get back to him in time, he spawned the next cycle. However after I completed the turn in he wasn't up for the rest of the day. I was frequently checking. I suggest triggering and completing the turn in before the time elapses then observing the frequency of spawns.

I spent four levels on my bard kiting wisps in NK on Green, and he was up without fail every day, and every night there was Bilbis. I never saw an exception in the three days I was there.

This isn't to say I'm not mistaken, but that's the behaviour I saw.

This is roughly a 50% Dexlin, 50% Bilbus at the moment.
