Cassius Messus in the Qeynos bard guild gives you a quest to take a broken lute to Vhalen in south karana for tuning

vhalen takes the lute and gives a letter to return to cassius

I gave the letter to him and got nothing; no response, no reward.

I can verify that this is still reproducible as of 07/15/11 after two attempts at the final turn in.
