Missing Hotbars 2-4
 

I am unable to get Hotbars 2-4 to toggle:
This is a fresh install, I previously didn't have any problem on this pc.
Changing the Toggle Hotbar Key doesn't work (except for Hotbar 1)
I've tired different ui files, Duxa, qqui, & velious

They were removed from p99. There is no way to get extra hotbars now

They were added to Everquest in 2004
