Monks could use Rubicite until early May 1999

A few sources for this. It was changed in the early May 1999 patch.

As of the latest patch, Monks are no longer able to wear Rubicite Platemail. So for now, the best armor for Monks other then Green splinted platemail is Mesh (not including miscellaneous).I also updated most of the pages, nothing major.

Monks can't wear rubicite any more.

I think the mention of Green Splinted Mail existing after Beta as an option for Monks is the bigger find here...

They turned everyone "red" (ie: pvp enabled) and handed out all kinds of
fantastical gear (like the green splinted platemail that only aradune gets
to wear), and had a massive free for all PK fest.

I don't think it was ever in the game per se.
