at what skill level does it allow you to bind to 70%?

201 i think, which is like lvl 40?

201 indeed.

201 doesn't come until 51 though. BW skill caps at 200 until you hit 51 when the cap is raised.

The UI shows you at 200, iirc, however if notice your skillups, it goes higher.

You'll get the skillups, but you will still BW as if your skill is 200. Same thing with weapon/offensive skill caps.

At least, this is how I understand it to be. I could be wrong, but AFAIK the red number that the UI shows is your actual applied skill level, even if your gaining skill ups beyond that number.

Anyone have good tips on how to level this up solo, for a melee type with safe fall?

find someone to dual ya in EC, have them beat you down low then bind to 50, then beat you again?

This way you might be able to save some plat too by getting a bored mage to summon bandages for ya. Meanwhile you could dabble in doing buying/reselling to upgrade gear if ya need.

Or if you see me there I'll be in lich form practicing mine and you can practice on me as well (although I rarely go to EC).

When did other melee get the post 50% BW ability?

I just did some research but couldn't find any good references to post. But if what I found is accurate then monks should be able to get their skill past 201 earlier then 51, so possibly at 40. The other melee classes should be able to get 201+ skill starting at 51 with Kunark.

If someone else wants to dig into it that'd be great, I can't at the moment. I'm 90% sure that its accurate that monks should in fact be able to BW to 70% starting at 40ish (i was wrong earlier) and other melees post 51. Finding a reference from 2000 is the hard part (in order to prove to the devs if this isn't working). I did find one page that was so ugly it certainly LOOKs like its from the year 2000, but couldn't locate a date.
