But yeah... Manastone can't even be used in every classic zone. All expansion content its disabled too.

They're all useful for some classes in some situations.
There have been at least a few times in the last week where I wished I had a manastone even though I'm a shaman. It's not exactly rare to have a lot of HP (or a healer with mana to spare) but low mana even though I need more mana ASAP rather than after a few minutes of cannidancing.
Rubicite isn't worthless. Some of the pieces are arguably BIS before fear for a variety of classes. The breastplate's regen is a relatively big deal for a number of classes and will continue to be the only readily-obtainable +regen from an item for at least the first few months of Kunark since competition will be stiff for iksar BP and INSANE for fungis.
I agree that guise is the "best" legacy item, but it really is only "useful" for large races or someone trying to bug through a doorway. It's niche, but at least continues to have its niche use outside of classic zones.
Now, maybe these things aren't worth their prices or the annoyance of camping them in the eyes of some people, given their limited uses. But that's another matter.
