Binding at NK gypsies still works
 

According to the bind locations wiki, NK gypsy binding shouldnt be available until the March 2001 patch

fwiw, binding still seems to work there as of April, I confirmed it on my war. Since the original post was in Oct im assuming it was released, but maybe not?
