anyone know if once you have the reference page if this part of the monk epic can be mq'ed?

you betcha. it can be MQd to Lhaeo in TD. if you want to MQ it to a buddy or for plat, you would (first turn in) hand Lhaeo the reference and then your budy / customer would (second turn in) hand the Robe of the Whistling Fists. and Boom you made someone happy which reciprocates though everyone
