But, as you'll see if you go there, the staff does their best to
not explain the details of the rules, which means that the link doesn't really answer your questions. Players frustrated by that often turn to the wiki's
Camp Rules page, which is NOT an official rules resource ... but it IS a compilation of past GM statements on rules, so it's the next best thing.
Beyond that, everything else is player convention, and that brings us to the real answers to your questions:

The current "top of the list" person can't lie about who is next on the list. Also, once you get your item, you must go to the back of the line (no "corpsing the item" and keeping your place). Those two things, and the global "don't be a dick" rule, are the only official rules I know of. Everything else depends entirely on the players maintaining the list.

Depends on if anyone notices or cares. But even if you
can ... if you're not sitting there watching what's going on, practically speaking it's very easy for people to cut you out when you do that.

Again, there's no official rules, but player convention pretty strongly says "yes you can ... but it's nice if you help others clear PHs while you're waiting." Regardless, you should certainly make sure you're back from AFK
at least by the time the person ahead of you becomes the top of the list (so that you're ready and waiting for your turn, the moment they get their ring).

Again, no official rules. Lots of people allow leaving the zone, but personally I hate it (...
because there is nothing else in all of classic EQ that you can benefit from while playing in another zone! /rant off). As such I have "forgotten" about someone on the list who did that. Again, it ultimately just comes down to what the people maintaining the list feel like doing.
Same thing applies to playing an alt, but I think you'll
really be stretching people's patience if you try to do that (and again, more importantly, if you're not there to watch list hand-offs you have no way of knowing if someone skips you).
