The list is long, but lets face it how many people got Manastone or ruby BP. or even Mask(at end it was a week list even).. People account share to get it. Not unheard of at all. List is a great tool, to keep petitions down. Now everyone has a chance to get a spell that is pretty much a requirement for a whole raid. Be happy, I am. hopefully they do the same with Seb keys, and important crap in Kunark. Truly if the spell dropped at start of this month though, it sucks they didn't do this sooner. But I am sure GMs noticed a certain group camping it 24/7 since the 1st of the month. Hence their choice. So Ty staff for doing this.

@rogean and @nilbog - can you remind us of how its all just going to merge into Blue at the end?

I got a ruby bp and two masks, including one during the last week, without sullying my account with any feeble sharing (talk about welfare pixels!) All I had to sacrifice was a significant chunk of personal dignity.

The lockout occurs after you loot the item? Or if you have it in your inventory / scribed? Also, is it No Drop?

The lockout occurs when you are #1 on the list and the item drops. He refers to people with the spell scribed or in their inventory because some people had already looted it.

In short, you can only camp this thing once per necro.
