Telin: Skill in tailoring is now required to craft the Robe of the Lost Circle.
 

From the latest patch but does not say what skill level, anyone have a clue as to not lose my robe when I combine the quest parts ?

Triv is 0... NoFail combine.

So you just need 1 point in tailoring basically.
