Symbol of Innoruuk NPC not spawned
I was able to progress through the quest past Disciple with no issues, even did half of the Regeant part. Im on the part where I need to speak and give a note to Ennixy Frennor in Steamfont Mountains but she is not up and no where to be found, tried using pet tracking to see if shes patrolling but she isn't and have waited a while too. Is this intentional or just a bug? I figured since I've been able to get this far that the quest is available but am wondering if that's just false now..
