Should monks be able to get a 16/22 1hb and rogues a 12/19 dagger this early in era? Why trivializing content so long before Velious?

Content on green is trivial the moment it releases.

Wu's fist is currently 16/27

Not all the upgrades are in I don't think, so don't just go turning in your current item. Make sure you get the appropriate quest text about 'old trinkets' or what have you first.

It's so far out it the predicted timeline that it feels like a developer mistake

Has the ranger cloak been upgraded?

There's another series of upgrades (the ones where you turn in your old item to get the new item) that happens in Velious. Note that no one can find any evidence of those new items in game prior to March 2001:

where is the challenge?

The server is 1 big line

confirmed that Darkwood Aegis => Aegis of the Wind works.

The trivial part of the game is knowing everything.

Everquest was never a hard game, unless you didn't know how everything worked!
