Tyokan Mekase is on the wrong faction.
 

North Qeynos, Temple of Life merchant and quest npc, Tyokan Mekase responded to turnin for prayer beads recharge quest with, Leave my sight at once. You are no friend to the Peacekeepers of the Temple of Divine Light."

I had spent quite a bit of time raising my Temple of LIfe faction to amiable, which is required for this quest, and (foolishly) did not /con Tyokan immediately before doing the turnin (prayer beads and 100g), and after failing the quest and being confused by this text, /conned him as apprehensive.

If I am not mistaken, the Peacekeepers of the Temple of Divine Light are Erudite clerics, not human Qeynosians. Having done this quest many many many times in the past, Tyokan should be on Temple of Life faction.

He was changed to KnightsofThunder in the last patch:

You are correct that he should be PriestsofLife.

I was researching using allakhazam posts, including ones from 2020, when I changed him to KnightsofThunder. After further testing, it seems he should be Priests.

I did find he gives a reply to scroll strongboxes at indifferent, even though he won't accept quest items until amiable. So heads up on that.
