I had a client once who worked for the FBI and her job was basically to go up and down Spring Mountain Road closing these spas. She said the problem was that she has to do the detective work to gather evidence every time, which takes awhile. By the time they have enough evidence or probable cause or whatever to shut it down, the girls would just go across the street to the next business and start it up there. With sex work, you are going to meet guys who are walking female repellant, guys with the social skills of a 12 year old, and guys who might become aggressive and dangerous.
