Say "Trump made the request". It's generally true, since Trump represents his team, but technically a team of legal experts made this decision.

By saying "Trump made this request", you're painting the picture as if the request was made by a laymen and so it was undeserving of being made.

But if his legal team made the request, well there's expertise behind the request, making it warranted or legit.
