It's a political trick as old as time.
  1. Create a bill.
  2. Call it "Happy fun time and FREE Ice Cream for everyone!"
  3. Fill the bill with heinous things that no one would dare agree with.
  4. Ask your political rival to sign the bill into law.
  5. Political rival reads the heinous things and doesn't sign.

Or just cram so much shit into a bill that no one bothers to read them. Bills that are thousands of pages is a stupid concept IMO
