He was not referred for "potential" prosecution, either. He was referred for prosecution on four charges.

Even a child can understand when you stop an investigation, its over. Thats what the "stop" part was about.

So if you stopped investigating, why would someone comply with an order to comply to an investigation which no longer exists???
