10% is mentally impaired somehow, unable to care for themselves, and has not been placed in a long term care facility yet.

5% are people with something like a disassociative disorder and can't remember 5 minutes ago

so Fetterman 100% fits into either of the first 2 categories, and both are extremely damning politically
