Will this ever be available in p99?

it says doable in kunark era on alla, but its nowhere on p99 wiki.

It's listed as Kunark era because it's part of the line that started in Kunark era. But looking at the actual quest for the Rank #9, it wasn't added until 2004

I believe it only goes to 8 on p99

I love that cap. On TLP with that and an epic HS south is so easy to solo.

Just for curiosity I clicked it. Damn, that item is a lot better than a soul well stick... radically better. Would be beyond OP...

There's always the possibility that when the staff someday builds custom content on Blue, they will add a custom completion for this quest (and other quests completed in the Luclin-era, like the 8th Shawl).

It likely won't have quite as powerful of a reward in the custom version (if it even happens at all), but personally having quests like this someday get finished on P99 is one of my top hopes for custom content.
