Porlos' Fury Spell

Does anyone know if this is a droppable spell after you do the quest? Would like to start helping guildies get it. Looks like it is not technically "MQable". Perhaps the spell is no drop?

The spell is no-drop once you complete the quest.

Wizard has to loot both Myga and the Seahorse scale or no Porlos' Fury.
