Russia is a net sugar exporter. With exports cut, the country should be awash in it.

That people are panic buying means that:

1) Rumors. "I heard there's a sugar shortage!". Russians automatically believe such rumors and queue up.

2) Distribution issues. Unable to deliver sugar to store because roads and trains are now clogged with candy tanks and chocolate missiles.

3) Production issues. Unable to produce sugar because sugar factory is now producing cluster bombs. Clusters of candy!
Oof. That is sad. And ya I could see Russians panic buying. A full quarter of them still around from 1970 for sure.

I have went to the family gatherings of a few polish coworkers. None of them had anything good to say about Russians even when I didn't bring it up.
