There's a non imbued version that is wearable regardless of deity.

Yeah, but that one doesn't have any stats and this seems like maybe it is a bug, given that all the other small races including other elves can wear it. Basically, Dark Elves who follow Rallos Zek cannot wear any deity specific armor.
