Did a bit of research and found out that the Hangman who drops Hangman's Noose is a rare spawn during the Forager Cycle. Now my question is: Does anyone ever do this cycle on this server, or is actually trying to do what Baalzy said not really plausible?

The forager is a part of the seb key, so it isn't *too* hard to find people hunting him. Just hang out in TT during peak hours and ask in ooc.

The forager cycle also has the mob that drops the iksar hide mask on it as well as other rares which drop goodies. So there are some people who work the cycle just to get those items.
