Runebladed Sword of Night does or does not have the proc Shock of Spikes 38

Conflicting comments say it may or may not have the proc when dropped from Brigadier G`tav ---- Anyone got one on Blue or Green from this guy and can verify it has the proc?

It isn't a spectacular weapon but could be nice for leveling, (if it comes with the proc for level 38 +) - could be fun coupled with Sword of Skyfire.

I am already using a Lord Bob axe for now but thinking fun for dual wielding.

(And before someone says it, yes, don't rely on procs... I am just looking for flashy fun as I level) :)

Have this on my warrior, got it from Brigadier on a General kill. The proc is decent, hits for 176 at level 50.
