Can Bank Clerk Jaylin be charmed for SoulFire turn-in?
 

If I trash my High Keep faction, say, by killing nobles, and Bank Clerk Jaylin, an NPC required in the SoulFire quest, becomes KoS, can I still do the turn-in with her by charming her, or do I have no choice but to try and fix whatever faction she is on?

If I can't charm her, then what faction is she on and how do I fix it?

charm SHOULD work according to old posts I found of people saying that had done it.

I don't think you can charm merchants and bankers anymore, but I haven't tried a banker since the nerf so it might only be merchants.

Anyone on good terms with the corrupt Highpass Guards is also on good terms with the Freeport Militia, and that just cannot be tolerated.

On a side note, farming the turn-in items for a second SoulFire later. For a mom that supposedly isn't rare, I'm having absolute ballsack luck with getting Xicotl to spawn. 16 PH kills, nowhere in sight.

Are the high pass guards allied to the fp militia? I didn’t think they were

They are corrupt, on the bankroll of Carson McCabe, and killing them negatively affects your reputation with both the Freeport Militia and the Corrupt Qeynos Guards (not not the honest Qeynos Guards or the Knights of Truth).

Yeah, also stay away from the nobles if you don't want to tank your Freeport friendly self.
