how does one set the max FPS and have it presist? Mine defaults to 100fps every time

I'm AFK from EQ for a couple days. I've set my WINEQ2 to 60 FPS but it only shows 35 max FPS out of 60 before the patch. Will this mean I'm actually playing at 60 now with the change or is there some other option I need to change to get to 60 FPS.

I would also like to know how to make 60 fps a permanent setting. The patch notes mention an optional setting related to this but which file(s)?

Mine changed to 60 FPS without having to do anything on my end, besides patch

So let me get this straight, you just nerfed every single warrior weapon, and now procs are basically all the same agro? That's definitely not classic.

Suggestion
 
I think that it would be fun to add a 38% to lowbies / new toons, lvl 1-30. That would offer an influx of new maybe even over powered " twinked " players looking to lvl in fun zones.:D
