Bind affinity in Kaladim

It seem that spell Bind affinity doesn t work inside Kaladin City. A druid tried to bind my Paladin last night and no effect.

Try zoning and type /charinfo. Had this happen once in Neriak. It would say that you could not bind in the area or something to that effect when the spell was cast. Once I zoned and type /charinfo I was bound in that location.
