Turned in all four items, but Vira did not give me the quest reward.

Things that can go wrong:
• there is also a different and incorrect Shovel item
• did you give the items to Vira’s pet?
• is your faction Indifferent or above? Apprehensive or Dubious will make the quest fail.

I think it was a shovel dropped by magicians in Najena. I didn't cast identify on it though. It is possible that it was a shovel from Lake Rathe. Been in the inventory a while... this could have been the issue.

I don't think so, I didn't see her pet beside her this time. Maybe air pet invis'd?

Yes. I have turned in the quest a few times over the years on Blue. Gnome mage, Human mage, Barbarian Shaman, Dark Elf Necro. This was my first time turning it in as a troll shaman, however. But I checked and she conned indifferent.

I had this happen to me long ago. Someone sold me the wrong shovel in the tunnel

They are easy to tell apart (once you know to look), correct one is Lore with no dmg/delay

That was probably the issue. I camped the mages in Najena today and got another shovel. This one looked just like your screenshot and the turn in was successful. I appreciate the replies, guys.
