Where outside Cabilis can iksar necro's train and buy spells?

nowhere, at least without some faction work.

Paineel, for sure. I think also Oggok.

there sure are a lot of necro GMs in oggok. and if iksar necros are not kos in paineel on p99 they should be.

Perhaps I should clarify. You can buy spells from the Shadowknight guild in Oggok. You can buy spells at the Shadowknight guild in Paineel and you can buy spells and train at the Necro guild in Paineel. I don't know about classic faction but right now Iksar necro is definitely not KoS in Paineel.

iksars should be KOS in both paineel and oggok by default. if they aren't, it's a bug that should be remedied.

Is it a race or worship thing?

My Iksar Necro worships Cazic-Thule and is not KoS in either city. Apprehensive in Paineel (killing guards gives no faction) and I'm not sure what I was in Oggok.
