Code (PvP)

Null: PvP Damage Reduction was changed from 66% to 80% (spells only).
Null: Added a 10% chance for direct damage spells to land for full until the chance to resist the spell is <=10%
Null: Added a 5% chance to land any spell
Null: Altered the way that partials work with nukes, in general this is an increase in damage. This combined with the above changes should bring nukes in line with classic damage rates.
Null: Removed heart beat ticks from Root in PvP.
Null: Removed Partials from Root and Snare.
Null: Increased resist rate on Root and Snares. I did this because of SoW being removed by using these spells. Right now the resistance rate is inbetween current beta and live I believe.
Null: Added a chance to break root from melee. The chance for root to break is equal to 20% of the damage dealt.

Nilbog: Only one Regis the Revenant can spawn at a time.

Nilbog: East Karana guards now spawn every 20 minutes instead of hours.

Nilbog: Erudin emissaries faction, loot, and pathing fixed.
Nilbog: The initial bind spot for Qeynos has been moved away from the gates.
Nilbog: Armorer Delin now has faction. (FreeportMilitia). Guard Alayle primary faction changed to SteelWarriors.
Nilbog: Susanna of Rathe Mountains will no longer go missing.
