How hard is it to get a few people together for a PUG to camp him? I need him for my blue crystal staff and I am a bit afraid he is perma camped by the bigger guilds.

He is not perma camped by bigger guilds anymore. You can trio him with a tank/cleric/dps or mage/necro pet him down(assuming this works post kunark, maybe not)

2 mages can duo him still.

I'd offer to help pull but I'm a very important and busy person.

Just be aware that there are a huge amount of bugs associated with the zone in general and Phin in particular that will make it much more difficult than it should be.

Get a puller and 2 pet classes. Puller trains horses away. Grab phinny use /target phin /pet attack. Chain pets to victory gg.

Hes's almost always up. He has an 8 hour respawn time so he's much more available than people need him for his loots.
