Is the Drosco the Zombie quest working on Red99?

I've been killing cubes that are supposed to be his PH for four hours and no Drosco. Is this quest active on Red99?

He finally popped after about six hours. Didn't drop the medallion, though. But, at least I know the quest is doable.

I did the Bonethunder quest a couple of months ago, he spawned after many hours of cube killing.
