this has 6sec cast time, is it not supposed to be instant cast?

originally yes it was insta cast. Nilbog has said before that if someone can find info of when it was nerfed then he could implement the insta cast cloak for the time being but no one has been able to find that info

We presented plenty of evidence in a previous topic but it was never changed.
