Whats the best high end gear for Wiz twink
 

robe,armor and primary and secondary?

there was a gear reference thread a few back, but I recall wizzy being pretty empty. Still a good start.

Staff of the wheel for main hand, acumen mask for face. Not really twink gear though. You'll want the staff of temperate flux in your inventory. The debuff it has is meh but its instant cast range happens to the same as your snare, which makes its use as a kiting aid quite nice.
