Apparently there are NPC Camp Rules Here
 

Hey guys, just a quick update, apparently there are NPC camps and you're not allowed to engage mobs when other players are camping them. Certain bluebies from p99 have informed me this rule actually carried over and is in effect on a player versus player server.

From now on you should no longer engage mobs that other players are camping, or the players camping them. Incase anyone needs more information, heres a short list of people I shit on that can give you more information on camps here on red99 and the proper way to wait in line behind the people killing that specific mob:

Mouse
Trojainous
Fluffy
Laura
