Mouse Alignment?
 

I am having a problem where everything seems to be out of alignment.

What I mean is when I hover my mouse over a section of a window or chat box where it should give me the option to move it or size it, it does not but if I move it a little above the boxes or windows it then gives me the options.

Has anyone had this problem before? Any fix?

try doin Alt + Enter to enter fullscreen, then Alt + Enter again to leave it

fixes it for me, only happens to me when laptop battery goes dead or i shut my laptop then open it

It happens when your windowed mode is partially off of the monitor viewport. The mouse position within the window is offset by the same amount.
