Numbing Cold
 

The level 1 spell for wizards "Numbing Cold" doesn't seem to work when casting it on mobs that are NOT aggro'd yet. The ability casts, and things like Evocation go up but nothing actually happens(literally).

However if I were to aggro the mob first and then cast it, it works just fine and does the damage.

Isn't numbing cold a PBAE? Are you casting it on targets from a range?

oh...im dumb, sorry :P, didn't realize thats how it worked.
