i have read in many guides and in commons going back, that he should return to his spawn point after chasing someone anywhere(zone line for instance) as soon as he loses agro from all targets he should just stop and stand where he is till its time for him to despawn.
currently to runs back to the rogues guild.

I actually do remember this, but it is low priority.

I recall the NPC walking back to spawn point, but he would glitch so that he would clip through the ceiling of the house. It made it possible to pickpocket him through the ceiling.

that was an "exploit" of sorts, that was fixed later on. found evidence on allah.

Sounds like he was pulled to the zone line and remained there, just backing up a smidge whenever aggroed.
