start enforcing one clearly defined (and easy to find) set of rules, or don't enforce any at all. quit shitting up the server with all of these constantly inconsistent rulings.

Yeah or at least if it is going to be inconsistent? When it comes time to either waffle or go through on the punishment? See who's been hit with every infraction when caught and who's been skating by, especially given their number of convicted offenses.
