I would recommend that all monks get some Javs. Then I would like to see the A-Team, Go Team Good Guys, Peace Pipe, Warlords, Full Circle, Flawless Victory, or whatever small guild can come and snipe FTE and get raid loot. Because it seems you do not need be able to kill the raid target it. Just FTE snipe a raid target is good enough and wait for the TMO-zerg to get you loot

for the record, I already said what the OP said months ago...

the only thing that is stopping them, mostly, is that usually targets die too fast and the huge variance. However, the new variance adjustments otw will probably help persuade them to start throwin their javs into the FTE hat.
