Not sure what the question is. You can start a launcher (if you did not close the one you used to start your first EQ client, which I normally do) while an EQ client is running (say connected to blue server). The launcher will start a new EQ client, where you must log in and then the server select screen comes up - pick the red server and go... at least, that works on my laptop :-) . I usually start EQ by right clicking in the header of the launcher and selecting "Only Start EverQuest" in the pop-up, then I close the launcher. I have not tried starting two instances of the client from the SAME launcher, but cannot imagine why one should not be able to.

Don't use the launcher.

You need to use the launcher play button once and a while to update the files for the server you select - apparently this is where you are having an issue. So your issue is not how to use the launcher to launch on red and blue servers, it is how to use the launcher at all.
In order for the launcher to do its job, you have to have permissions set on the Everquest directory so that the launcher can modify files. Does the launcher have adequate permissions for the /Program Files/Sony/Everquest directory?

As long as you launch each new window before you actually log in (I believe past server select) you can launch multiple windows. If you're having trouble with it, just launch one with the patcher and one by doing Start>Run (Windows key+R) and type the eqgame.exe filepath in double quotes plus patchme.

ie "C:\Program Files (x86)\Everquest\eqgame.exe" patchme

I actually keep an icon for launcher for when I need to patch and another one just for the game with the "path" patchme.

^^ This. The stupid launcher downloads the same files every time you use it, which is totally unnecessary. I use it on official patch days only otherwise I don't bother.
